### Added

* Add `GET /accounting-api/disbursements` endpoint — paginated, filterable list of account-scoped disbursements (by payout date/status/method, entity name, reference number), with bank account numbers masked to their last four digits
* Add `GET /accounting-api/disbursements/{id}` endpoint — single disbursement by ID; a missing disbursement or one owned by another account both return 404

### Changed

* `GET /accounting-api/journal-entries` and `GET /accounting-api/journal-entries/all`: `transactionDate` query parameter changes from required to optional, and `triggers` enum gains `BULK_UPLOADS` value
